The Centre for Poverty Analysis (CEPA), established in 2001, is an independent Sri Lankan think tank registered as a company limited by guarantee under the Companies Act. Guided by a Board of Directors, CEPA operates as a non-partisan institution, funded through client-based assignments and long-term partnerships with local and international NGOs, government agencies, and development partners.
Grounded in the belief that poverty is an injustice to be overcome, CEPA’s mission is to provide rigorous, independent analysis to shape and influence poverty-related development policies at national, regional, and sectoral levels. Its work spans six thematic areas: Basic Services & Social Protection, Natural Resources & Climate, Livelihoods & Employment, Labour Migration, Social Cohesion & Reconciliation, and Gender & Development.
CEPA’s core services include applied research, advisory work, policy dialogue, and training. With expertise in both qualitative and quantitative methods, CEPA has extensive experience in monitoring and evaluation, impact assessments, and capacity building. Supported by a multidisciplinary team, CEPA continues to be a leading knowledge hub, committed to advancing inclusive and sustainable development in Sri Lanka and beyond.
